NDTC JOBS:
National Transmission
& Despatch Company Limited (NTDC), "the Company is a State-Owned
Enterprise, responsible for development, operation and maintenance of HVAC
(220/500/765 kV) and HVDC (500 kV and 660 KV) power transmission system across
Pakistan and the Azad Jammu & Kashmir, operating and maintaining under its
Transmission licence TL/01/2002 granted by NEPRA on 31.12.2002. The Company
employs a staff of over ten thousand for managing the transmission network
across the country.
POSITION OF MANAGING DIRECTOR:
Consistent with the objectives of the government to reform the power
sector, the Ministry of Energy (Power Division) and the Board of Directors of
the Company in line with the provisions of State-Owned Enterprises (Governance
and Operations) Act, 2023 (the SOEs Act 2023) have initiated efforts to
transform the Company into a dynamic corporate entity to meet with the emerging
challenges facing the power sector in the country. These include but not
limited to improving system reliability, extending the network to
acquire/transmit power from the new generation and import power from
neighboring countries, and instituting a range of reforms in Company's overall
functional areas, in particular, establishment of an Independent System
Operator (ISO) and Transmission Network Operator (TNO) as per modified licence
No. SOL/01/2023 dated 21.03.2023 and TL/01/2002 dated 21.03.2023 respectively.
To achieve these objectives, the Company intends to hire the services of a
highly reputed professional, with a proven track record, to lead the Company in
achieving its transformation plan in the wake of planned market liberalization.
KEY RESPONSIBILITIES:
The Managing Director (MD) will report to the Company's Board of Directors and
actively work to transform the Company to support the growth of the power
market the country and deliver value to its shareholders and customers. In
addition to management of operations, the MD will be responsible for
extension/augmentation/upgradation of the network, development and
implementation of strategic action plans to achieve the development and
performance targets set by the GoP and the NTDC's Board. The MD will be
required to build and groom teams of seasoned, energetic and dedicated
professionals for future leadership and management. The ideal candidate must
have clear vision, leadership, management and team-building capabilities and a
demonstrated track record. Specific responsibilities in line with the SOEs Act
2023 include the following: Preparing of strategic business plan and
rationalization of organizational structure. Establishing and streamlining of
mechanisms, processes and procedures for timely completion of projects.
Introducing performance-based compensation system and performance management.
Implementing of organizational restructuring, Enterprise Resource Planning and
facilitating establishment of the ISO and TNO as laid down in the Company's
modified Licence. Ensuring of efficient and speedy Procurement. Automating and
managing the compliance of all regulator requirements established and
prescribed by National Electric Power Regulatory Authority (NEPRA). Overseeing
the implementation of NTDC's requisite actions with respect to Competitive
Trading and Bilateral Contract Market (CTBCM). Developing of plans and schemes
for reducing the Transmission Losses inline with targets set by NEPRA and
implementing these. Managing of strategic initiatives undertaken to improve
system reliability and security of the system. Seeking of the most appropriate
financial arrangement to timely and effectively upgrading/developing of
requisite transmission systems and facilities; and Ensuring smooth coordination
with various ministries, Planning Commission, NEPRA, CPPAG, PPHL, AEDE, NEECA,
PPMC, WAPDA, DISCOS, IPPs and GENCOs along with international funding agencies,
etc. Detailed ToRs, KPIs and Targets shall be negotiated at the time of signing
of contract.
QUALIFICATION AND EXPERIENCE:
Minimum a bachelor degree in Engineering (preferred fields are
electrical/civil) or Equivalent in Finance/Business Administration/CA/ACMA
[Sixteen (16) years of education]. Master or PhD degrees in related fields
shall have an added advantage. The candidate must have eighteen (38) years
overall post-qualification professional experience in corporate entities out of
which five years' experience must be at a senior management position as the CEO
or a position directly reporting to the CEO. For the candidate from public
sector, the overall experience of eighteen (18) years should include a minimum
of three (3) years in Grade 20 or above. Experience in power sector utility or
consultancy shall be given preference. The candidate must fulfil the 'Fit and
Proper Criteria, as set out under the relevant provisions/Schedule(s) of the
SOEs Act 2023 and available on NTDC's website. (www.ntdc.gov.pk/careers).
REMUNERATION AND AGE:
The assignment will be based on a performance-based contract for an initial
period of three (3) years, extendable for another term through mutual consent.
The candidate should not be more than fifty-eight (58) years of age on the closing
date of an application submission. An appropriate market-based negotiated
package as per candidate's qualification, capability, competence and experience
will be offered. In case, a Civil Servant/Government Servant is selected
through competitive process against this position, he/she will be required to
either resign from Government Service or seek an early retirement, severing
his/her connection/lien with their parent cadre/Ministry/Division/organization,
etc. before joining the position.
